In the Savinjsko-Šaleška region, which is facing the challenges of gradually phasing out coal mining, one of the most important projects towards a green transition is the 3Diverse project. Supported by European funding through the LIFE program, the project introduces innovative approaches to decentralization, diversification, and dynamic load balancing of energy infrastructure.

The project runs from October 2022 to September 2025, with participation from the Faculty of Electrical Engineering University of Ljubljana (UL), the Faculty of Mechanical Engineering, the Velenje Public Utility Company, Kolektor SETup, and the project coordinator, the KSSENA.

Comprehensive and sustainable approach to investments

3Diverse is developing a multi-sectoral and multi-level energy infrastructure planning model that goes beyond the classic, often fragmented approach. It focuses on the coordinated use of measures on both the supply and demand sides and includes the development of comprehensive technical and investment documentation, ranging from feasibility studies, analyses, and pre-investment projects to preparing public tenders. An important added value of the project is the innovative involvement of citizens and new financing mechanisms based on encouraging community-driven investments and mobilizing private capital. The goal is greater transparency, access to capital, and the inclusion of social and financial incentives.

Digital support

Within the framework of the 3DIVERSE project, a mathematical and computational model has been developed to allow in-depth analysis and modeling of district heating systems. This open-source solution enables simulations of the thermal properties of individual segments or the entire network, contributing to better optimization of operations, planning upgrades, and investments. The tool’s applicability ranges from research and industrial projects to promoting investment opportunities for investors, innovators, and educational institutions. Key features include calculations, analyses of decarbonization effects, assessment of energy efficiency after renovations, and support guidelines for system maintenance.

In light of the European goal to achieve climate neutrality by 2050, district heating systems are becoming one of the key components of the energy transition. The revised renewable energy directive highlights district heating systems as a crucial infrastructure element that enables decarbonization, integration of renewable and waste energy sources, and higher energy efficiency with direct benefits for the community.

An exemplary model for other regions

The long-term goal of the 3Diverse project is for the Savinjsko-Šaleška region to become a best practice example that can be replicated in other regions both within and outside the EU. This would contribute to the establishment of a model for a fair and effective energy transition in areas economically and environmentally dependent on fossil fuels.
